b. 1814, in Canada; d. July 4, 1862, in Knoxville, Illinois. Manning studied law in Canada, and in 1837, he moved to Knox County, Illinois, where he remained for about twelve years. There he practiced law, served in the state legislature, and served as county judge several times before moving to Peoria, Illinois, in 1854. In Peoria, Manning formed a law partnership with Amos Lee Merriman that lasted until June of 1861. He was a member of the electoral college for the presidential contest in 1848. Representing the counties of Peoria and Stark, Manning was a delegate to the 1862 Illinois constitutional convention.
